Talking Points:
- Selling animals in parking lots and other public right-of-way venues only ensures the seller is protected and not the animals or purchaser. Unhealthy animals are often sold in these types of places, leaving them at risk of sickness, death and possibly exposing other animals to contagious illnesses.
- Animals deserve basic protections, including the assurance they are well cared for. Selling animals in parking lots endangers their health.
- Animal abuse is a serious crime that negatively impacts the affected animal, future animals, and is a public health risk. Those allowed to escape punishment for animal abuse may go onto harming others, including humans.
- Our society deems animal abuse a severe crime. As such, it should be treated as a felony with stiff financial penalties instead of a wobbler that allows a first conviction to be treated as a misdemeanor. Senate Bill 917
